Advancing Equity in Transportation: A Practitioner’s Guide

This guide is intended to help practitioners across a range of disciplines deliver equitable transportation projects. Each section offers guidance about how to promote equity across all phases of project delivery.

Methodology

Engagement & Framing

This guide was developed by the Mobilizing Justice (MJ) team in collaboration with Urban Strategies and HDR.

Between November 2024 and March 2025, a series of engagement sessions were held with transportation practitioners representing public agencies, consultants, community organizations, and advocacy groups. These sessions explored transportation equity challenges, opportunities, and emerging practices. Participants contributed perspectives during online workshops and through follow-up feedback using collaborative online platforms.

Guide Development

Insights gathered through the engagement process were combined with project team experience and relevant research to develop the guide. Key themes and ideas were reviewed, organized, and translated into practical guidance. The guide presents both step-by-step considerations and topic-specific guidance to help users identify priorities and apply an equity lens throughout transportation planning and decision-making.

Review and Finalization

The draft guide was shared with project team members and engagement participants for review. Feedback was considered and incorporated where appropriate to improve the guide’s clarity, usefulness, and relevance. The final guide reflects the input received throughout the process, while responsibility for its content and conclusions remains with the authors.
